(1) Violation of ORS 609.510 (Animal dealers required to keep records), 609.515 (Required period of possession of animal by dealer) or 609.520 (Inspection of dealer records) is a specific fine violation punishable by a fine of not more than $50,000.

(2) A person has a cause of action for the recovery of compensatory damages from any person violating ORS 164.055 (Theft in the first degree) (1)(e), 164.085 (Theft by deception), 609.510 (Animal dealers required to keep records), 609.515 (Required period of possession of animal by dealer) or 609.520 (Inspection of dealer records). In the action, the minimum pecuniary value of any companion animal is $250.

(3) The circuit court for each county has the authority to enjoin any violation of ORS 609.510 (Animal dealers required to keep records), 609.515 (Required period of possession of animal by dealer) or 609.520 (Inspection of dealer records), to issue warrants and to take such other actions as equity or justice may require.
