“Council of governments” defined

As used in ORS 294.900 (“Council of governments” defined) to 294.930 (Authority of Department of Revenue), “council of governments” means an entity organized by units of local government under an intergovernmental agreement under ORS 190.003 (Definition for ORS 190.003 to 190.130) to 190.130 (Effect of ORS 190.125), which does not act under the direction and control of any single member government and does provide services directly to individuals.
