Policy on competition

It is the policy of the State of Oregon that public improvement contracts awarded under this chapter must be based on competitive bidding, except as otherwise specifically provided in ORS 279C.335 (Competitive bidding) for exceptions and formal exemptions from competitive bidding requirements.
