Limitation of competition

A contracting agency may, by appropriate ordinance, resolution or rule, limit competition for a public contract to emerging small business enterprises certified under ORS 200.055 (Certification of disadvantaged, minority, women or emerging small business enterprises) if the contract is estimated to cost $100,000 or less and is funded by the Emerging Small Business Account established under ORS 200.180 (Emerging Small Business Account).
