Legislative materials furnished public officers without charge are public property
Except as otherwise provided by or pursuant to law, the copies of the legislative materials referred to in ORS 171.236 (Session laws) furnished free of charge to the public officers of this state pursuant to law are public property and shall be delivered over by them to their successors in office.
