   2011 ORS § 444.050¹
Children not treated if parents object

In carrying out ORS 444.010 (Oregon Health and Science University to administer program for children with disabilities) to 444.040 (Services for Children with Special Health Needs Account), no state official, agent or representative shall take charge of any child over the objection of either of the parents of such child, or of the person standing in loco parentis to such child.
