The Secretary of State by rule shall:

(1)

Design the form of the prospective petition, and the initiative and the referendum petition, including the signature sheets, to be used in any initiative or referendum in this state.

(2)

Designate the quality of paper to be used for signature sheets in order to ensure the legibility of the signatures.

(3)
